About 1.3 million Canadians received Employment Insurance (EI) benefits in the month of November 2020, a number that was down by 3.4 per cent from a record level of 1.4 million in October, reported Statistics Canada.
A Labor Force Survey (LFS) found that as many as 1.7 million Canadians were out of work in the week between November 8 to 14. While a majority of 1.5 million recipients were job hunting, some 253,000 Canadian reported that they were either on a temporary layoff or already had arrangements for a new job.
The new levels of unemployment in November came as some Canadian regions, such as Ontario, eased certain lockdown restrictions while other places, like Manitoba and Quebec, implemented new COVID measures that affected jobs.
Over 12% of Beneficiaries Qualified for EI in November
StatCan reported that about 12.4 per cent of regular EI beneficiaries were found eligible for the insurance benefits in November due to the temporary changes made to its eligibility rules amid the pandemic. This number was up from that of 11.2 per cent in October.
However, the number of regular EI beneficiaries dropped in seven provinces for the month, with British Columbia posting a 11.3 per cent drop and Alberta recording a slide of 9.4 per cent.
Employment, on the other hand, grew by one per cent in British Columbia in November, while the change was marginal in Alberta, as per the LFS.

Results of the LFS for the month of November indicate that in the wake of the tightening of COVID-related restrictions, employment growth continued to slow down in Central Canada.
In terms of job sector, November 2020 saw 75.3 per cent of regular EI recipients who previously worked in the services-producing sector, a number that was starkly up from that of 59.5 per cent in November 2019. The accommodation and food services industry, which was hit the hardest amid lockdown, accounted for 18.5 per cent of EI beneficiaries.
Women EI Recipients
There was a decline of 5.7 per cent in the number of women who received regular EI benefits in November last year, while the decrease was nearly five times smaller among men at 1.2 per cent.
At the same time, at 48.7 per cent, there was a notable increase in the proportion of female EI beneficiaries between the pre-COVID times of February 2020 and November, the StatCan report noted.
