Star casino probe in Qld set for 'outcome'

The federal money-laundering watchdog is expecting to have an "outcome" from a joint investigation into Star Entertainment's Queensland casinos in the next month.

The Australian Transaction Reports and Analysis Centre (AUSTRAC) and Queensland police have confirmed an investigation into Star, launched in January with the state's gaming regulator, is still underway.

The watchdog says the probes, which involve "complex issues of fact and law", and enforcement actions, can take two years.

The agency says it will soon finalise the investigation into the ASX-listed casino operator in Queensland.

"AUSTRAC's investigations into Star are nearing completion, with an outcome expected in the coming month," the watchdog told AAP in a statement on Friday.

The results of that probe will come close to the November 25 deadline Star's been given to show cause as to why it shouldn't face disciplinary action after being declared unfit to hold its two Queensland casino licences.

State Attorney-General Shannon Fentiman made the finding after an inquiry found Star had neglected its anti-money laundering and responsible gaming duties, and deliberately misled regulators, in pursuit of profit.

The Office of Liquor And Gaming Regulation issued the show cause notices to the company for its Treasury Brisbane and Star Gold Coast casino licences on Thursday.

"While it is important that we do not pre-empt the outcomes of these show-cause notices, new legislation ensures the government has a range of disciplinary options available following that process," Ms Fentiman said in a statement on Friday morning.

Star faces potential penalties including fines of up to $100 million, or being stripped of its casino licences, under new state laws passed last month.

The attorney-general's declaration that Star was unfit to operate a gaming venue initially put the future of the company's $3.6 billion Queen's Wharf Brisbane casino and resort in doubt.

However, Ms Fentiman's last-minute change to the new casino law paves the way for Star to open the development as planned next year.

The amendment allows the attorney-general to appoint a special manager to run any casino when an operator is found unfit to hold a licence.

The special manager can also help draw up plans to "potentially remediate a casino licensee back to suitability".

Last month's inquiry was ordered after the NSW gaming regulator found Star repeatedly breached the law, misled banks and allowed criminals to operate with impunity and gamble almost without restraint.

Former Judge Robert Gotterson's report after the Queensland inquiry said the company's profit focus had resulted in a "serious dereliction" of its anti-money laundering and counter-terrorism financing responsibilities.

Star also actively encouraged people banned from its NSW and Victorian venues, who it had "grounds to suspect may have been involved in criminal activity", to gamble at its Queensland premises, the report said.
