AtkinsRéalis Group Inc. (TSX:ATRL), a global leader in engineering services and nuclear technologies, has announced that its joint venture with Stantec, the Water Smart Alliance (WSA), has been awarded a prestigious Water Program Management contract by the District of Columbia Water and Sewer Authority (DC Water). With offices spanning the globe, AtkinsRéalis brings over a century of expertise in designing and building water infrastructure to this vital project.
DC Water serves millions of residents and visitors across Washington, D.C., operating over 2,092 kilometers (1,300 miles) of pipes, 43,860 valves, and 9,510 public hydrants. With a mission to provide clean and reliable water services, the authority is embarking on a comprehensive Capital Improvement Plan (CIP) valued at over US$2 billion to upgrade and optimize its infrastructure.
Under the US$43 million contract, which spans five years (2024–2029), WSA will assist DC Water in refining and optimizing the water components of their CIP. Utilizing cutting-edge technologies and best-in-class practices, the joint venture will deliver a full range of professional services aimed at advancing DC Water's operations and enhancing service delivery.

One of the key goals of the contract is to adopt innovative ideas related to the collaborative delivery of projects, capital improvement plan optimization, data analytics, and other essential business processes. By doing so, WSA aims to ensure that DC Water remains a best-in-class utility, setting a benchmark for operational excellence in the water industry.
The contract also includes initiatives to enhance resource optimization, which will involve the effective management of scope, schedule, and budget across component projects. This will allow DC Water to efficiently tackle its infrastructure renewal and replacement needs, which is particularly important for addressing the aging infrastructure that is present in the region.
Another major objective is advancing governance within the Water Program. This will involve implementing best practices to ensure accountability and transparency while improving oversight of the ongoing projects. Through these measures, WSA will support DC Water in making the best use of its resources and achieving the desired outcomes for the capital improvement plan.
WSA will also play a critical role in implementing an enterprise-wide asset management program for DC Water. This program is designed to improve the authority's ability to track and manage its assets, ensuring their longevity and reliability. Additionally, the partnership will focus on enhancing water supply resilience, ensuring that the water needs of the nation's capital are met, even in the face of challenges such as climate change and growing urban demand.
