Liberty Gold Corp. (TSX:LGD) is excited to announce two significant milestones in the advancement of its flagship Black Pine Oxide Gold Project ("Black Pine") located in southern Idaho, USA. The Company has formally submitted the draft Black Pine Mine Plan of Operations ("MPO") to the United States Forest Service ("USFS"), the Bureau of Land Management ("BLM"), the Idaho Department of Environmental Quality ("IDEQ"), and the Idaho Department of Lands ("IDL"). Additionally, Liberty Gold has successfully executed an interagency Memorandum of Understanding ("MOU") with these agencies, along with the Idaho Governor’s Office of Energy and Mineral Resources ("OEMR"), to streamline and facilitate the mine permitting process.
Draft Mine Plan Submission and Permitting Process
The draft MPO submission is based on the Preliminary Feasibility Study (PFS) released in October and November 2024, which provided comprehensive details on the site layout and operational plans for the Black Pine Project. The submission marks a crucial step forward, initiating the federal permitting process under the National Environmental Policy Act ("NEPA"). As part of this process, the USFS and BLM will co-lead the preparation of an Environmental Impact Statement ("EIS"). This detailed review will include baseline studies, public scoping meetings, and a comprehensive assessment of potential environmental and socioeconomic effects associated with the proposed mining operations.
Liberty Gold has been proactive in collaborating with regulatory bodies, stakeholders, and the local community to ensure the draft MPO adheres to stringent environmental and operational standards. The Company is committed to maintaining ongoing engagement with these groups throughout the permitting process to address feedback and further refine the project’s plans.
Environmental Impact Statement and EIS Process
As part of the NEPA permitting process, the preparation of the EIS will be overseen by the USFS and BLM, with support from other agencies, including OEMR, IDEQ, and IDL. The EIS process will involve a comprehensive review of the draft MPO, incorporating feedback from public scoping meetings and analysis of baseline environmental data. The assessment will also propose mitigation measures for any potential environmental or socioeconomic impacts identified during the review.
Liberty Gold has enlisted Stantec, a global leader in sustainable engineering and environmental consulting, to act as the independent third-party contractor for the EIS. Stantec will work under the direction of the USFS to prepare the necessary documentation, marking another important step in advancing the Black Pine Project toward a construction decision.
Interagency Memorandum of Understanding
The execution of the interagency MOU further solidifies the collaborative efforts between Liberty Gold and the various regulatory agencies. This agreement outlines a clear framework with timelines for the NEPA permitting process and specifies the roles, responsibilities, and objectives of all parties involved. The MOU ensures that the permitting process progresses efficiently while meeting federal environmental standards, ensuring stakeholder engagement, and addressing reclamation and closure planning requirements.
The MOU and the permitting milestones represent major strides for Liberty Gold as it advances its flagship project toward construction and production. With the draft MPO submitted and the EIS process underway, Black Pine is well-positioned to move through the permitting stages and eventually enter the construction phase.
