Healthy teeth, mouth and gums are essential for general health. Dental health is a clue about the overall health of a person. The mouth contains harmless bacteria, but it is also the entry point to digestive and respiratory tracts for disease causing bacteria.

With more than 63,000 hospital admissions each year, oral disorders rank third among acute, avoidable hospital admissions in Australia. Access - The effectiveness of the oral health system depends on people's ability to get the care when needed. The National Oral Health Plan specifies rules for access to dental care.

Systems alignment and integration - The formulation, implementation, and assessment of oral health policies and programs, as well as the coordination of oral health and general health initiatives across sectors, jurisdictions, and delivery locations, require national leadership.

Safety and quality - The National Oral Health Plan makes an argument for greater consumer involvement in the creation of performance standards and the joint monitoring of results.

Workforce - A workforce that can meet the community's needs for prevention and treatment of poor oral health, both now and in the future, is essential to implementing the National Oral Health Plan.

Research and evaluation - To guide the creation of suitable, efficient, and long-lasting oral health services, an organized and coordinated research and evaluation program is needed.
