Federal budgets are usually seen as a document outlining the ruling government’s revenue and spending plans, along with some commentary on the upcoming year’s economic conditions. Canadian Finance Minister Chrystia Freeland, however, included many elements in her April 19 budget document that go beyond the description of a federal budget.
