Element 25 High-Purity Manganese Project Secures $166 Million U.S. Department of Energy Grant

Element 25 Ltd (OTC:ELMTF) has been chosen for award negotiations under the U.S. Department of Energy (DoE) Battery Materials Processing Grant Program, a significant milestone for the company. This grant is intended to support the construction of Element 25’s proposed high-purity manganese sulphate monohydrate (HPMSM) production facility, which will play a crucial role in supplying the growing demand for lithium-ion batteries. The facility will be located in Louisiana, USA, and is designed with an environmentally sustainable approach to refining manganese for use in battery technology. 

The planned facility, covering approximately 230,000 square feet (~21,000 square meters), is the first of its kind in the region, aimed at delivering critical raw materials in line with the requirements of modern energy storage solutions. With the rising demand for electric vehicles and clean energy technologies, the supply of high-purity manganese is a key factor in the sustainability and expansion of battery production. The facility in Louisiana is expected to be a strategic contributor to meeting this demand, ensuring a consistent and responsible supply of HPMSM for the production of lithium-ion batteries. 

In addition to the forthcoming funding from the U.S. Department of Energy, Element 25 has already secured significant financial backing from industry partners. Major automakers General Motors LLC and Stellantis NV (NYSE:STLA, EPA:STLA) have committed to long-term agreements with Element 25, providing crucial support for the company’s future operations. These partnerships include offtake agreements to source large quantities of HPMSM for use in electric vehicle batteries, as well as additional financial arrangements to aid in the facility's construction and operational development. 

The grant awarded by the U.S. Department of Energy, once the funding agreement is finalized, is expected to cover a substantial portion of the capital required for the construction of the Louisiana facility. The combination of government funding and industry partner commitments positions Element 25 to advance towards the financial closing of the project and initiate construction. The completion of the facility is projected to generate long-term employment opportunities in the Baton Rouge area while contributing to the strengthening of the domestic battery supply chain in the U.S. 

Justin Brown, managing director of Element 25, emphasized that the grant from the U.S. Department of Energy represents a significant milestone for the Louisiana HPMSM Project. The collaborative efforts between Element 25 and its partners are set to propel the project forward, ensuring the company remains a key player in the production of battery-grade manganese. 

Element 25’s project financing activities have gained traction with an agreement secured in mid-2023 with General Motors, which included a supply commitment for tens of thousands of metric tons of HPMSM annually to meet the automaker’s Ultium battery plant requirements. Additionally, Stellantis entered into take-or-pay agreements with Element 25, further solidifying the company’s role in the electric vehicle battery supply chain. These arrangements reflect the company’s strategic partnerships with key industry players who are looking to secure sustainable and ethically sourced materials for battery production. 

The total financing package from these partnerships represents a critical foundation for Element 25’s overall project financing efforts. The company is currently coordinating to secure additional funding to cover the remaining costs associated with the construction of the Louisiana facility. In its April 2023 Feasibility Study, Element 25 outlined the overall project costs and development timeline, underscoring the importance of these financial commitments in reaching operational milestones. 

The U.S. Department of Energy’s Battery Materials Processing Grant Program is part of a broader initiative to enhance domestic battery materials processing capabilities. The program aims to provide grants to bolster the U.S. battery industry’s ability to process critical materials such as manganese, which are essential for the production of energy storage technologies. The funds allocated through this program will also contribute to expanding domestic manufacturing capabilities, creating a more robust and resilient battery supply chain within the U.S. 

Element 25’s Louisiana HPMSM project is expected to be a vital part of these efforts, delivering domestically sourced and processed materials to meet the growing demand for battery components.
