Elon Musk has publicly supported increased regulation for artificial intelligence, aligning his stance with the need to govern technologies that pose risks to public safety. His position comes in response to proposed legislation that some experts argue could hinder AI innovation in the United States.
In February, California Democratic legislators introduced the “Safe and Secure Innovation for Frontier Artificial Intelligence Models Act,” known as SB 1047. This proposed bill mandates that AI developers implement stringent safety measures, including protocols to prevent mass casualties or major cyberattacks and the incorporation of an “emergency stop” button in AI models.
The legislation has faced considerable {cryptocurrency} opposition from various sectors. Guillaume Verdon, a leader in the ‘e/acc’ movement and founder of the stealth AI startup Extropic, criticized the bill, arguing that authoritarian control over powerful AI systems poses a greater threat than the technology itself. Similarly, Jason Kwon, Chief Strategy Officer at OpenAI, expressed concerns that the bill might stifle innovation and drive talent out of California.
High-profile figures and organizations have also voiced their objections. Speaker Emerita Nancy Pelosi, House Committee on Science, Space and Technology Ranking Member Zoe Lofgren, Representative Ro Khanna, as well as venture capital firm Andreessen Horowitz and tech giant Meta, have all expressed reservations about the bill’s implications.
Verdon has drawn parallels between the proposed legislation and the recent arrest of Telegram founder Pavel Durov, suggesting that it threatens free speech and decentralization in a similar manner.
On the other hand, supporters of the bill argue that it is crucial for safeguarding public safety and national security. California State Senator Scott Wiener, a co-creator of the bill, has defended it against criticism, emphasizing its importance in ensuring responsible AI development. Dan Hendrycks, Director of the Center for AI Safety, has also supported the bill, praising Musk's advocacy for regulatory measures.
SB 1047 includes additional provisions such as annual third-party audits of AI safety practices and the establishment of a Frontier Model Division (FMD) to oversee compliance.
