Highlights

  • Harbour Energy PLC has approved a final investment decision for a floating LNG project off the coast of Argentina.

  • The initiative features collaborations with Pan American Energy, YPF, Pampa Energia, and Golar LNG.

  • Two vessels, Hilli Episeyo and MK II, are expected to process natural gas into LNG for global distribution.

The energy sector, a key component of the LSE index and the FTSE 350, continues to evolve through technological innovation aimed at addressing the global demand for efficient energy systems. Among these advancements is the emergence of floating liquefied natural gas (FLNG) infrastructure, which enables access to offshore gas reserves previously considered difficult to commercialize. One such development gaining traction is the Southern Energy FLNG project located off the coast of Argentina, which involves participation from Harbour Energy PLC (LSE:HBR) and several other industry leaders.

Harbour Energy's Participation in FLNG Development

Harbour Energy PLC has formally approved its final investment decision in the Southern Energy FLNG venture. The company’s interest in the project aligns with broader industry goals of expanding liquefied natural gas capabilities on a global scale. Harbour Energy has taken a minority stake in the initiative, which is jointly supported by major stakeholders including Pan American Energy, YPF, Pampa Energia, and Golar LNG. This collaborative approach reinforces the project's execution capacity through diversified experience and resources.

Project Infrastructure and Production Goals

The FLNG project will be anchored off the Rio Negro province and will rely on two marine vessels, the Hilli Episeyo and the MK II. These vessels are designed to convert natural gas into liquefied form while stationed offshore, enabling continuous processing and export without dependence on land-based facilities. The vessels are intended to operate at a significant output level, offering a scalable solution that could enhance LNG supply from the South American region to international markets.

Regulatory Milestone and National Significance

The Southern Energy FLNG initiative holds the distinction of being the first of its kind approved under Argentina’s Regulation for the Investment in Gas Infrastructure (RIGI). This regulatory framework provides a standardized structure for gas infrastructure development in the country. According to Harbour Energy’s Argentine leadership, the project is expected to play a strategic role in strengthening the country’s export profile in the global energy marketplace.

Execution Timeline and Vessel Deployment

The deployment of the Hilli Episeyo is planned for an initial phase, followed by the MK II in a subsequent phase. This phased timeline supports a gradual build-up in production capacity and ensures operational stability across each stage of implementation. The staggered rollout is structured to maximize equipment utilization and to manage deployment variables effectively.

Funding Approach and Project Commitments

Although detailed funding metrics have not been disclosed, Harbour Energy has committed to allocating resources for the project's development through the pre-operational phase. The financial planning includes participation from multiple stakeholders, which is aimed at strengthening liquidity and execution efficiency. This multi-partner structure provides both financial and operational support across various aspects of the initiative.
