Vladimir Putin, Russian President announced a state of emergency after diesel oil leaked into a river within the Arctic Circle in far northern Russia.
- The move comes after 20,000 tonnes of oil leaked into a river from a power plant near Siberian city of Norilsk
- The plant is operated by a subsidiary of Norilsk Nickel, a leading nickel and palladium producer
- Melting permafrost caused the fuel tank holding diesel to collapse, leading to 135-square mile oil spill
The Director of the power plant has been taken into custody till 31 July. There was reportedly a 2-day delay in in notifying Moscow authorities about the spill.
